29 CFR 1926.51(f)(1): The employer did not provide adequate washing facilities for employees engaged in the application of paints, coatings, herbicides, or insecticides, or in other operations where contaminants may be harmful to the employees.  Such facilities were not in near proximity to the worksite and was not equipped as to enable employees to remove such substances:    (a)  Employees whose skin surfaces were exposed to concrete containing Portland cement during the pouring and finishing of concrete, were not provided with soap and towels in conjunction with a water spigot to effectively remove the material. 29 CFR 1910.1200(h)(3)(iv):   The details of the hazard communication program developed by the employer, did not include an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information:      (a) As of April 21, 2015, the employer had not trained employees on the new chemical container label elements and the new format and types of information on each section of safety data sheets (SDSs). Employees were potentially exposed to such hazardous chemicals as silica and concrete, containing Portland cement.    ABATEMENT CERTIFICATION IS REQUIRED
