29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying exist: (a) The employer failed to ensure that the a competent person inspected the work site to ensure hazards were identified and corrected. The employees on site, were exposed to a fall hazard while installing metal studs to the exterior of a commercial building.

29 CFR 1926.453(b)(2)(v): A body belt was not worn and/or a lanyard was not attached to the boom or basket when working from an aerial lift: (a) Employees were conducting metal stud installation to the exterior of a building while utilizing an aerial lift without fall protection. This exposed employees to a fall hazard of approximately 10.1 feet.
