29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds shall be fully planked or decked between the front uprights and the guardrail supports as follows:   a)  100 Sylvania Pl., South Plainfield, NJ 08080:  An employee performing a re-surfacing operation working from a fabricated frame scaffold was standing on a level of the scaffold that was not fully decked.  The employee was exposed to a fall through hazard of approximately 5 feet.     Conditions observed on or about 04/22/2015.
