Workers were observed installing and cutting masonry material on self-supported tubular welded frame scaffolding system. Workers were exposed to potential 19.5 fall hazards in that the scaffolding system was not erected under the direction of a competent person qualified in scaffold erection.

Employees were observed working from the upper third level of a walk through, tubular welded, frame scaffolding system without proper fall protection.
