At the above worksite, employees working at or near the edge of the mezzanine level were exposed to fall hazards of approximately nine feet to the lower level due to an incomplete guardrail system.  The employer did not ensure the employees were protected from fall hazards.    Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
