29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing hazards: (a) Jobsite, 1st, 2nd, 3rd & 4th floors: On or about 5/8/2015, a competent person did not perform frequent and regular inspections of the jobsite to identify safety and health hazards such as: uncovered floor holes, unguarded wall openings, unstable floor boards, poor lighting in stairwell, damaged ladder and improperly positioned wiring for temporary power outlets.
