Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to combustible wood dust explosion, deflagration or other fire hazards as the result of working in the vicinity of an indoor fabric filter dust collector that vented into indoor location, and lacked means of deflagration propagation protection:    (a) American Excelsior Company, Rice Lake, WI particle line area; an indoor fabric filter dust collector (Carter Day #BH4 bag house) contained explosion venting that discharged into the indoor particle line area/room.  In addition, the indoor fabric filter dust collector lacked means of deflagration propagation protection (isolation) for upstream and downstream equipment.
