29 CFR 1926.1404(q)(1): The employer did not ensure that the outriggers or stabilizers were either fully extended or, if manufacturer procedures permit, deployed as specified in the load chart. a) PM knuckle boom crane on Charlton St. On or about July 31, 2015 The employer performed lifts with the knuckle boom crane without extending the outriggers and lifting the tires off the road. The appropriate operating information and load chart were not available nor provided.

29 CFR 1926.1417(c)(1): 29 CFR 1926.1417(c)(1): The procedures applicable to the operation of the equipment, including rated capacities (load charts), recommended operating speeds, special hazard warnings, instructions, and operator's manual, were not readily available in the cab at all times for use by the operator. a) PM knuckle boom crane on Charlton St. On or about July 31, 2015 A crane operator did not have access to load charts and operations manual for the knuckle boom crane to ensure proper operation when lifting loads on the crane tires and with partially extended outriggers.
