Dentists, dental assistants, and dental hygienists performed dental work upon patients. Employees utilized syringes and removed contaminated needles from syringes. Employees were occupationally exposed to blood or other potentially infectious materials (OPIM) during this activity. The employer had not included consideration for alternative safer medical devices in its annual review of the Exposure Control Plan. This condition exposed employees to a bloodborne pathogen hazard.

Contaminated needles were recapped for transport to the sterilization area, contaminated needles were bent prior to removal from the syringe, and contaminated needles were removed from syringes by hand prior to sterilization. The employer had not utilized engineering controls to eliminate or minimize employee exposure to contaminated syringe needles. This condition exposed employees to a bloodborne pathogen hazard.
