OSH ACT of 1970 Section (5)(a)(1): Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to amputation hazards:    (a)Leprino Foods Company at 2400 East Beaver Avenue, Fort Morgan, CO 80701:  On and before May 19th, 2015, the employer did not ensure that employees were protected from amputation hazards caused by the lack of an emergency stop device at the interface of the SEM and Liquid Applicator (LA) conveyors, and by the lack of adequate guarding at the LA conveyor's terminal roller and leveling auger.  The condition exposed employees to amputation hazards caused by the in going nip points of the LA conveyor's roller and separator.     Abatement Note: Among other methods, feasible and acceptable abatement methods are stated as follows:    ASME B20.1 - 1987 Section 5.11.2 Control Station, subsection (c), provides, "Remotely and automatically controlled conveyors, and conveyors where the operator stations are not manned or are beyond voice and visual contact from drive areas, loading areas, transfer points, and other potentially hazardous locations on the conveyor path not guarded by location, position, and guards, shall be furnished with emergency stop buttons, pull cords, limit switches, or similar emergency stop devices."  Section (c)(1) also provides, "All such emergency stop devices shall be easily identifiable in the immediate vicinity of such locations unless guarded by location, position, or guards.  Where the design, function, and operation of such conveyor clearly is not hazardous to personnel, an emergency stop device is not required."    ASME B20.1 - 1987 Section 5.9.2 Guarded by Location or Position, subsection (a), provides, "Where necessary for the protection of personnel from hazards, all exposed moving machinery parts that present a hazard to personnel at their work stations shall be mechanically or electrically guarded, or guarded by location or position, ..."
