29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    At the inspection site, on or about May 22, 2015 and at times prior thereto and thereafter, the employer did not develop and implement a written hazard communication program for employees who were using hazardous chemicals including, but not limited to VS7 BluSky Super Concentrated Windshield Wash (ammonium hydroxide), flammable aerosol Mass Air flow Sensor Cleaner, and combustible Meguiar's M34 - Final Inspection wipe-off detailer, exposing employees to the hazards of chemical contact and/or inhalation and fire.

29 CFR 1910.1200(f)(5)(i): The employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the identity of the hazardous chemical(s) contained therein:      a) At the inspection site, Mighty VS7 BluSky Super Concentrated Windshield Wash containing ammonium hydroxide was diluted for use in a 55-gallon drum that had manufacturer Trans-Mate's label for Lemon Scented Drying Agent (petroleum distillates, quaternary ammonium compounds, isopropyl alcohol, 2-butoxyethanol), exposing employees to the hazards of chemical contact and/or inhalation.  b) At the inspection site, in the chemical storage area, on or about May 22, 2015 and at times prior thereto and thereafter, a 1-quart spray bottle containing a liquid chemical presumed to be a cleaner was not labeled with the contents, exposing employees to the hazards of chemical contact and/or inhalation.
