29 CFR 1910.1000(a)(2): Employee(s) were exposed to an airborne concentration of particulates not otherwise regulated (PNOR) total dust listed in Table Z-1 in excess of the 8 hour Time Weighted Average (TWA) concentration of 15 mg/M3: a) In the Powder Coat area, a Painter employee was exposed to airborne PNOR at a level of 21 mg/M3 as an 8-hour TWA on May 28, 2015, approximately 1.4 times the PEL of 15 mg/M3. This exposure was determined by air sampling over 404 minutes during one shift, with zero exposure being assumed for the unsampled 76 minutes of an 8-hour work shift.

29 CFR 1910.1000(e): Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d): a) In the Powder Coat area, a Painter employee was exposed to airborne PNOR at a level of 21 mg/M3 as an 8-hour TWA on May 28, 2015, approximately 1.4 times the PEL of 15 mg/M3. This exposure was determined by air sampling over 404 minutes during one shift, with zero exposure being assumed for the unsampled 76 minutes of an 8-hour work shift. Applicable administrative controls or engineering controls may include, but are not limited to, the following: 1) While spraying, position the Powder Coaters so that they are not in the air stream carrying excess powder coat into the dust collection system. 2) During powder booth clean ups, minimize the usage of airborne dust generation techniques, such as, sweeping and compressed air. Usage of a vacuum system, approved for collection of potential combustible dust, can reduce the air borne dust generated during powder booth clean ups. 3) Redesign the powder coat booth so Powder Coaters spray through an booth opening with the dust collection air flow going into the booth. The powder coating application wands/guns may need to be expended to reach the parts. 4) Conduct personal air monitoring to ensure implemented engineering and/or administrative controls are effective at reducing exposures below the applicable PEL.
