29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step: a) Second Story Floor - On or about June 4, 2015, employees used the top step and top cap of a 6-foot fiberglass step ladder to gain access to the ceiling joists, thus exposing employees to fall hazards of up to approximately 9 feet onto concrete ground.
