The employer did not ensure a competent person inspected the job site for unsafe activity and took necessary steps to eliminate or control fall hazards.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system.   An employee engaged in residential activities was exposed to a fall hazard of approximately 11ft. 1in on a construction site in Dunlap, IL, and fall protection was not being used when securing trusses.
