29 CFR 1926.51(f)(1): Frequent and regular inspections of the job sites, materials, and equipment were not made by a competent person(s) designated by the employer: (a) At the worksite, the designated competent person was not competent in that he did not know that an eye wash with 15 minutes of continuous flow is required when using corrosives, and that hand washing facilities with non-alkaline soap and clean towels must be provided to workers using Portland cement.
