29 CFR 1910.134(c)(1): In any workplace where respirators are necessary to protect the health of the employee or whenever respirators are required by the employer, the employer shall establish and implement a written respiratory protection program with worksite-specific procedures. The program shall be updated as necessary to reflect those changes in workplace conditions that affect respirator use. The employer shall include in the program the following provisions of this section, as applicable:  a. On or about June 25, 2015 an employee was required to wear a fullface 3M respirator while painting.  The employer did not establish and implement an adequate written respiratory program including, but not limited to, medical evaluation, fit testing and training.

On or about June 25,  2015,  in the work area, the employees were required to work with chemicals such as, but not limited to, 4,4' methylene bisphenyl isocyanate (MDI). Employers shall have a material safety data sheet in the workplace for each hazardous chemical which they use.   a. On or about June 25, 2015, in the shop area,  the employer did not ensure that  safety data sheets were present for  chemicals used by the employees at the facility.  (propane and propylene glycol).

Information and training may be designed to cover categories of hazards (e.g., flammability, carcinogenicity) or specific chemicals. Chemical-specific information must always be available through labels and material safety data sheets.     a.
