29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s): (a) at the construction site, the designated competent person performing the regular and frequent inspections was not competent in that he did not know that a parapet wall need to reach a height of 39 to 45 inches above the walking/working surface in order to provide adequate fall protection.
