29 CFR 1926.451(g)(1)(v): Each employee on a walkway located within a scaffold was not protected by a guardrail system (with a minimum 200 pound toprail capacity) installed within 9.5 inches (24.1 cm) of and along at least one side of the walkway:  a.  On or about June 30, 2015 on the southwest side of a new commercial structure, two employees applying a stabilizer to the joints of the building were using a scaffold that did not have guardrails installed, exposing employees to a 14 feet 3 inch fall hazard.
