The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated: a) Construction Site: On June 24, 2015 and at times prior, employees were exposed to catapult hazards while utilizing a JLG aerial lift to access a building with an eave height of 19 feet.

29 CFR 1926.760(a)(1): Each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level was not protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems, or fall restraint systems: a) Construction Site: On June 24, 2015 and at times prior, employees were exposed to fall hazards of approximately 19 feet while installing decking on a steel building.
