29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds shall be fully planked or decked between the front uprights and the guardrail supports as follows: Employees working from a scaffold installing stick and form stucco on the exterior of a commercial building were exposed to fall hazards when the employer did not ensure the scaffolding was fully planked. Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).
