OSH ACT of 1970 SECTION (5)(a)(1): The employer did not furnish employment and  a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to heat illness hazards:  On or about June 30, 2015, the employer exposed laborers to the hazards associated with working outdoors to the recognized hazard of heat.  The employees were performing high exertion levels of work while removing piping from an oil well to repair the pumping unit located at SEC 20, TWP 19, R 13, 1980 fsl, 1320 fel, Great Bend, Kansas in temperatures of 99 degrees Fahrenheit (37.2 degrees Celsius) with a humidity of 22%.  Among other  methods, feasible and acceptable methods is to train employees on the signs and symptoms of heat related illnesses in order to deal with employees experiencing heat-related problems.  The employer shall develop and implement methods to deal with heat related illnesses such as work rest cycles, acclimating employees to the environment and access to water and shade.

OSH ACT of 1970 SECTION (5)(a)(1): The employer did not furnish employment and  a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards, electrical hazards, struck-by hazards, and machine guarding hazards:  Employees working in the oil field repairing a pumping unit  at SWC 20, TWP 19, R 13, 1980 fsl, 1320 fel, Great Bend, Kansas were exposed to hazards such as but not limited to electrical shock, amputations, stuck-by and crushing hazards while working with heavy machinery and equipment.     Among other  methods, feasible and acceptable methods is to develop and maintain safety and health programs as required in American Petroleum Institute (API) RP 54 Recommended Practice for Occupational Safety for Oil and Gas Well Drilling and Servicing Operations section 6 addresses what should be in a safety and health program.  Section 6.1.7 "A safety program should be established and maintained."

29 CFR 1910.151(b): There was neither an infirmary, clinic, or hospital used for the treatment of all injured employees in near proximity to the workplace nor a person or persons adequately trained to render first aid:       Employees performing oil field work at remote locations were exposed to injuries and illnesses such as but not limited to amputations, electrical shock, lacerations, and fractures and from delayed treatment in that employees were not trained in CPR or First Aid.
