29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards: Note: Toeboards are only required when persons can pass, there is moving equipment or there is equipment with which falling materials could create a hazard. Location: 70 Bremen Avenue, St. Louis, MO 63147 On or about July 1, 2015, the employer failed to guard the open side of a work platform while employees replaced hammers in the TS 80/104 Dual Discharge Shredder. Two employees were exposed to an approximate 8 foot fall hazard from the aluminum platform to the undermill oscillator.
