29 CFR 1926.502(d)(16)(iii): Personal fall arrest systems, when stopping a fall, were not rigged such that an employee could not free fall more than Employer did not verify safe fall clearance before contact to lower-level hat channel obstruction. Employees were exposed to struck-by hazards. P003 Staff NCO Academy Facilities: Employer improperly rigged employees Personal Fall Arrest System (PFAS). Employees were working from a walking board platform removing Air Handling Unit (AHU)/ventilation materials while wearing a personnel fall arrest system (PFAS) which was improperly rigged and not providing adequate clearance exposing them to striking cross braces which were located 8 below the walking boards.
