29 CFR 1926.850(e): The employer did not determine if any type of hazardous chemicals, gases, explosives, flammable materials or similar dangerous substances had been used in any pipes, tanks, or other equipment on the property.  The presence of such substances was apparent, and testing and purging was not performed, and the hazard was not eliminated before demolition was started.  a) From 14th floor to stairwell D between 14th and 12th floor:   The Employer did not perform testing and purging of the charged compressed Halon cylinders to eliminate the hazard before instructing employees to move the cylinders. The cylinders were damaged during move and propelled the cylinders which struck employees. On or about 07/07/15.
