29 CFR 1910.147(c)(4)(ii)(C): The energy control procedure did not clearly and specifically outline the steps for placement, removal and transfer of lockout devices or tagout devices and the responsibility for them. a) Dock area - On or about July 7, 2015, an employee was working on Siemens Dematic Extendible Conveyor number RS#7, was injured during the unexpected release of stored kinetic energy, as the employer's energy control program did not clearly and specifically outline the steps necessary for the mitigation of this stored kinetic energy.
