29 CFR 1910.95(d)(1): When information indicated that any employee's exposure equaled or exceed the 8-hour time-weighted average of 85 decibels, the employer did not develop and implement a monitoring program:        a) Production Area: The employer failed to develop a monitoring program that included an initial determination of employees exposure to high noise levels. Nail gun, resaw and notcher operators were engaged in activities for the manufacture of wood pallets. A survey conducted on September 17, 2015 indicated workers were exposed periodically to levels up to 98 decibels.
