29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:  a) On or about July 22, 2015, the employer failed to ensure that employees working on the bleacher systems being constructed at 777 Glenwood Ave., Youngstown, OH, were protected from falling over the sides to the ground level below. Fall heights measured between 8 feet and 37 feet depending on location of employee on bleachers.  b) On or about July 22, 2015, the employer failed to ensure that employees working on the media box being constructed on top of the grandstands located at 777 Glenwood Ave., Youngstown, OH, were protected from falling over the sides to the ground level below. Employees were installing the railing system for the viewing area of the media box. The fall to the level below was observed as 37 feet.
