29 CFR 1910.29(f)(4)(i): Mobile ladder stands with more than five (5) steps or 60 inches vertical height to the top step were not equipped with handrails:    a) Yard, Fluid Draining Area: On or about July 27, 2015, an employee climbed a disassembled eight foot mobile ladder stand to reach an upper walking / working surface and access a previously installed water faucet, creating a fall hazard of approximately five feet, as the employee was not provided a handrail during the mobile ladder stand's use.
