29 CFR 1926.303(b)(1): Grinding machines were not equipped with safety guards in conformance with the requirements of ANSI B7.1-1970, Safety Code for the Use, Care, and Protection of abrasive wheels, and paragraph (d) of this section: a) Columbia Hall, Bloomsburg University of PA: Subcontractor workers were using a Dewalt angle grinder which was not equipped with a safety guard, as observed on or about July 28, 2015. Abatement Certification Required.

29 CFR 1926.501(b)(14): Each employee working on, at, above, or near wall openings (including those with chutes attached), where the outside bottom edge of the wall opening was 6 feet (1.8 m) or more above lower levels and the inside bottom edge of the wall opening is less than 39 inches (1.0 M) above the walking/working surface, was not protected from falling by the use of a guardrail system, a safety net system, or a personal fall arrest system: a) Columbia Hall, Bloomsburg University of PA: South side bathroom window openings on floors 2 through 9 had inside bottom edge of the wall openings measured at 32 inches above the walking/working surfaces and were not protected by a guardrail system, safety net system or personal fall arrest system, as observed on or about July 28, 2015. Abatement Observed During Inspection.
