29 CFR 1910.37(a)(3): Exit routes must be free and unobstructed. No materials or equipment may be placed, either permanently or temporarily, within the exit route. The exit access must not go through a room that can be locked, such as a bathroom, to reach an exit or exit discharge, nor may it lead into a dead-end corridor. Stairs or a ramp must be provided where the exit route is not substantially level.      Sewing Room -- Upon opening the rear exit door, it was noted that exit discharge was not maintained.   There was a measured 32" drop to ground level.  Stairs or a ramp is needed.

29 CFR 1910.132(d)(2): The employer did not verify that the required workplace hazard assessment has been performed through a written certification which included the requirements as outlined in 29 CFR 1910.132(d)(2):     Workplace - Employees have been provided personal protective equipment such as gloves and safety shoes, welding helmets and aprons, and safety glasses and hard hats to protect them against hazards both in the work place and in the field.  A hazard assessment has not been performed to include the following elements:          1.  Select and have each affected employee use the types of PPE that will protect them from the hazards identified in the hazard assessment;  2.  Communicate the selection decisions to each affected employee and;  3. 29 CFR 1910.1200(h)(3)(iv): The details of the hazard communication program developed by the employer did not include an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information:        Workplace - The employer failed to train exposed employees on the new label elements (e.g., pictograms and signal words) and the new SDS formation by December 2, 2013, as required by the revised Hazard Communication Standard.  Employees handle and use hazardous chemicals such as, but not limited to, acetone, welding gases (Oxygen, Acetylene, Argon), and fuels.
