29 CFR 1926.451(c)(1): Supported scaffolds with a height to base width (including outrigger supports, if used) ratio of more than four to one (4:1) shall be restrained from tipping by guying, tying, bracing, or equivalent means: Located along the rear exterior area of the residential structure employees were observed working from self-supported tubular welded frame scaffolding with a 5 foot wide minimum base erected to a height in excess of 29 feet without the scaffolding system being secured to the structure of equivalent exposing employees to the hazard of scaffold collapse and fall potentials in excess of 20 feet.

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. Paragraphs (g)(1)(i) through (vii) of this section establish the types of fall protection to be provided to the employees on each type of scaffold. Located along the rear exterior area of the residential structure employees were observed working from self-supported tubular welded frame scaffolding and a self-supported plank scaffold system on which employees were not protected by standard guardrails or personal fall arrest system exposing employees to fall potentials in excess of 20 feet.
