29 CFR 1926.451(c)(2)(i): Footings were not level, sound, rigid, and capable of supporting the loaded scaffold without settling or displacement:  a) Chapel St., Newark, DE - On or about July 31, 2015, the employer failed to provide footings that were capable of supporting the loaded scaffold without settling or displacement, as one pole was resting on a cinder block and two other poles were submerged in water.  Employees used the scaffold to conduct stucco work.
