29 CFR 1910.109(c)(5)(viii): Magazines were not in the charge of a competent person at all times and who shall be held responsible for the enforcement of all safety precautions.  On July 31, 2015 at the Palo Duro Canyon State Park, Texas Panhandle Heritage Foundation, Inc., failed to designate a competent person to ensure that all safety precautions were followed for employees handling explosive materials in magazines. This exposed employees to explosion and fire hazards.
