29 CFR 1926.964(b)(1): The tension stringing method being used when lines that employees are installing or removing can contact energized parts, the employer did not use a tension stringing method, barriers, or other equivalent measures that prevented contact with energized power lines or equipment: On July 30, 2015, at the intersection of 220 Girard and East Third St, Saint Elmo Illinois, during electrical line installation over energized lines, the deenergized electrical line being installed contacted the energized 12 kilovolt line below.
