29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access.      a. 660 New Dover Rd., Edison, NJ 08820-  Employees performing roofing operations were using a ladder that was not secured and did not extend 3 feet above the working surface to allow for safe access to the roof of the structure.        Condition was observed on or about 08/05/2015.          The Deegan Roofing & Siding Company was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1053(b)(1), which was contained in OSHA inspection number 313982852, citation number_1, item number 5 and was affirmed as a final order on 4/7/11, with respect to a workplace located at 493 West Lake Ave. Rahway, NJ 07065.
