Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: (a) 1031 East College Ave, State College, Pa 16802 -The employer did not ensure that employees working on the roof preforming parapet carpentry work were protected from falls, with guard rails, safety nets or personal fall protection, thereby exposing employees to a fall hazard of approximately 16 feet, on or about August 5, 2015. No abatement certification or documentation is required.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) 1031 East College Avenue, State College, Pa - Employees were observed using an aluminum extension ladder that did not extend at least 3 feet above the landing surface to the building, thereby exposing employees to a fall hazard of approximately 16 feet to the ground below, on or about August 5th, 2015. No abatement certification or documentation required.
