29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent:  a)  NAVFAC Naval Support Activity (NAS) Public Works, 7918 Blandy Road Bldg. #NH-140, Norfolk, VA 23551:  On or about 08/10/15 at 11:34 AM and times prior thereto, employees were lowering equipment (i.e.. 6 ft. A-frame ladder) down the side of the Navy Lodge Building SDA-313A with rope exposing employees to a fall from heights exceeding 16 foot. No standard railings were in place where employees were exposed to the fall hazard.  Abatement certification required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, date and method of abatement, and states employee(s) and their representatives were informed of this abatement.
