29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying when hazards exist    Turner Strategic Technologics (TST) - Fort Gordon - Augusta, GA - The General Contractor on-site (TST) did not identify hazards or provide effective information and SDS on the following hazardous chemicals to include, but are not limited to, Asbestos (~1.42%-2%), Silica (~75%), Dust, Welding Fumes, Copper, and Propane at the facility. Employees were experiencing symptoms to include, but were not limited to headaches, sinus infections, throat irritation, and other respiratory problems while construction contractors were above and adjacent to employees welding and drilling through the concrete ceiling and walls of the building to install duct work for ventilation systems.  This was most recently observed on or about March 2015 through April 2015.
