29 CFR 1926.416(a)(3): When and where energized circuits existed, the employer failed to post and maintain proper warning signs, advise employees of the location, hazard involved and the proper protective measures to be taken:  a)     On or about July 21, 2015, the employer, Encore Electric, Inc., did not ensure proper warning signs were posted at locations where work operations could bring employees, who were required to use powered tools to cut into electrical conduit, into contact with an energized circuit.    b)     On or about July 21, 2015, the employer, Encore Electric, Inc., did not ensure employees were informed of the location, hazard(s) involved and the proper protective measures to be taken so as to protect those employees from potential contact with energized circuits while engaged in required work operations.
