29 CFR 1926.20(b)(2):  The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:       (a)   Schaeffer Drywall Systems LLC at 5471 Wetlands Drive, Frederick, CO 80530:  On and before August 7, 2015 the controlling employer did not ensure a safety program was developed and implemented for the work environment, to include regular inspections made by a competent person of the job-site, materials, and equipment, in that subcontractors installed drywall in the basement of a new residential home while temporary wood 2x6s were supporting structural steel beams weighing in excess of 1,000 pounds.  Drywall installation commenced before temporary supports were replaced by permanent supports.  This condition exposed subcontractors to crushing and struck-by hazards.      (b)  Schaeffer Drywall Systems LLC at 5471 Wetlands Drive, Frederick, CO 80530:  On and before August 7, 2015 the controlling employer did not ensure a safety program was developed and implemented for the work environment, to include regular inspections made by a competent person of the job-site, materials, and equipment, in that subcontractors installed drywall in the basement of a new residential home while temporary wood 2x6s were supporting structural steel beams weighing in excess of 1,000 pounds.  On August 7, 2015 a subcontractor installing drywall was injured when he was struck-by a structural steel beam that weighed approximately 1,300.  The beam collapsed after its temporary supports were removed.
