Employees worked from a suspended scaffold that was suspended from ropes that were secured to a fence. The fence had not been evaluated by a structural engineer to determine whether or not the anchorage could withstand the static or impact loading. (b) Roof area at the Worksite located Joseph Brandt School, 9th Street, Hoboken, NJ . Employees worked from a suspended scaffold that was suspended from ropes that were secured to a rooftop playground and merlons. Neither the playground nor the merlons had been evaluated by a structural engineer to determine whether or not the anchorage could withstand the static or impact loading.
