29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: (a) Lower roof, new commercial construction located at 1500 Walnut Avenue, Dalton, GA 30720: Employee was exposed to falls of approximately 11-feet, 7-inches while engaged in framing activities on a flat roof with no fall protection system in place. The employee was wearing a full body harness but was not provided the equipment to anchor or tie-off while performing work once he exited the aerial lift basket to access the roof.
