29 CFR 1926.451(a)(1): Scaffold(s) and scaffold(s) component(s) were not capable of supporting, without failure, its own weight and at least four times the maximum intended load applied or transmitted to it. a) Northeast corner of the building on the ground floor: A scaffold placed over an open excavation had concrete block stored on it and this was causing the scaffold planks and boards to sag in the middle and the material was listing to one side.
