29 CFR 1926.416(a)(1): Employee(s) were permitted to work in proximity to electric power circuits that were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means: (a) Raven Rock Mountain Complex - On or about September 9, 2015, the employer did not protect the existing high voltage electrical transformer, which was enclosed in a UL-approved cabinet, from employees working in proximity to it. No abatement certification or documentation required.
