29 CFR 1910.212(a)(1): The employer did not provide one or more methods of machine guarding to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks:    (a)  Cutting Area:  An employee operated a JMC Recycling Systems LTD alligator shear (model #640 240T SHEAR, serial #297) to cut scrap metal. The machine hold-down was not properly guarded and allowed employees hand within 1 inch of, or come in contact with, the hold-down, as determined on September 14, 2015.
