29 CFR 1926.501(b)(13): 29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, a personal fall arrest system, or an alternative fall protection measure as provided by another provision in paragraph (b) of this section: a) Jobsite: At the north side of the two story residential home, an employee was engaged in construction work while standing on the roof and planks of wall bracket scaffold, approximately 18-28 feet above the ground and was not provided with by a guardrail systems, safety net systems, or personal fall arrest system or by an alternative fall protection measure outlined in paragraph (b). b) Jobsite: At the north side of the two story residential home the employee was using the second story window stepping out on to the wall bracket scaffold to gain access to the roof and was not protected by a guardrail systems, safety net systems, or personal fall arrest system or by an alternative fall protection measure outlined in paragraph (b).

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards: a) Jobsite: On or about 9/03/2015, the employer had not trained the employee who was working on the roof and at heights which was exposing him to the hazards of falling.
