Intersection: Terrill Road & E. Front Street, Scotch Plains, NJ - Pole 3711SPT    An employee engaged in the installation of a 69KVa transmission line from a Hi-Ranger HRX 55 Hi-Ranger Overcenter lift truck was observed working outside the basket.  An employee engaged in high voltage electrical work climbed on the basket edge while installing static lines to insulators.     Violation observed on or about September 17, 2015
