29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner. On or about September 17, 2015, and at times prior thereto, two employees were on top of a steel rolling scaffold where the swivel casters were not locked. This condition exposed employees to fall hazards.
