29 CFR 1910.147(c)(4)(i): Procedures were not developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section: (a) 1111 Smile Way, York Pennsylvania - Employees perform maintenance on a material flow system, which has hazardous energy such as electrical and potential hazardous energy such as elastic (tension). The employer did not develop an energy control procedure to account for the elastic (tension) that the chain was under, on or about September 22, 2015. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

The employer did not ensure that measures were taken to render elastic energy (tension) safe, on or about September 22, 2015. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
