29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. WORKSITE: The employees, removing roofing materials from a low pitched roof were not protected from the hazard of falling 13 feet to the lower floor level and 40 feet to the ground by the use of appropriate fall protection systems/devices.

29 CFR 1926.850(a): Prior to permitting employees to start demolition operations, an engineering survey shall be made, by a competent person, of the structure to determine the condition of the framing, floors, and walls, and possibility of unplanned collapse of any portion of the structure. Any adjacent structure where employees may be exposed shall also be similarly checked. The employer shall have in writing evidence that such a survey has been performed. WORKSITE: The employer did not ensure that an engineering survey was performed by a competent person prior to allowing employees to begin manual demolition operations.
